Oversees and directs operations of the city’s ground water and surface water treatment system, including the ground water and surface water treatment plants, elevated storage towers and water intake / pumping station; the wastewater treatment system including the city’s wastewater treatment plant, lift station systems, industrial wastewater pre-treatment program, and water distribution and wastewater collection system departments. The position ensures compliance with state and federal utility laws and regulations, manages department superintendents/personnel; assist department heads and monitors annual department budgets; completes required paperwork; and responds to customer complaints.

Supervises department personnel, including assigning and reviewing work, conducting performance reviews, training, and recommending and executing personnel actions such as hiring, transferring, promoting, disciplining, and dismissing employees.

Bachelors degree in engineering or related field of study or its equivalent plus five years of experience operating a surface water treatment or wastewater treatment facility, at least two of which involved supervision; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
General management principles; surface and ground water treatment, wastewater treatment, water distribution and wastewater collection principles, processes, and procedures; budgeting principles and procedures; computers; and standard office practices and procedures.
Operate computers; oversees and administers all water and wastewater processes; perform basic and complex mathematical calculations; establish and maintain effective working relationships with co-workers and the general public; develop, organize, motivate, and effectively utilize staff; communicate effectively, both orally and in writing; and read and interpret manuals, policies, and other documents.
Valid Class C Texas driver’s license; Class B water or wastewater license is required. Prefer a Class A or B license in both water and wastewater.
